    nouvelle tournure après que le soi-disant complot d’assassinat de l’ambassadeur saoudien aux Etats-Unis Adel al-Jubeir ait fait lever quelques sourcils parmi les experts et les analystes du monde
    entier.</em></span></span>

    <span style="font-size: 10pt;">Avec son fort penchant pour pousser à plus d’actions contre l’Iran, le gouvernement Obama a déjà imposé toutes une série de sanctions contre la république
    islamique. Quoi qu’il en soit, un comité du congrès à dominante républicaine vient de demander le déploiement d’une série d’opérations clandestines contre le pays.</span>

  <p style="text-align: justify;">
    <span style="font-size: 10pt;">Ces opérations qui vont d’attaques cybernétiques aux assassinats politiques, doivent être effectuées sous le couvert de la faible excuse que l’Iran a été
    l’architecte derrière le complot d’assassinat de l’envoyé saoudien aux Etats-Unis. En parlant d’assassinats politiques, les membres de congrès américains parlent de la liquidation physique des
    scientifiques nucléaires iraniens, actions qui ont déjà commencé il y a un moment.</span>

  </p>
  <p style="text-align: justify;">
    <span style="font-size: 10pt;">Le général en retraite John Keane a dit Mercredi durant une audition avec deux sous-comités clé du départment de la sécurité nationale (DHS): “Nous devons mettre
    nos mains autour de leur cou maintenant. Pourquoi ne les tuons-nous pas ?… Nous tuons d’autres gens qui en tuent d’autres.”</span>

  <p style="text-align: justify;">
    <span style="font-size: 10pt;">La députée Jackie Speier (Démocrate-Californie) a émis quelques perles&nbsp; de sagesse les unes au dessus des autres en appellant pour plus de “discussion sobre et
    raisonnée”.</span>

    <span style="font-size: 10pt;">“<em>Les leaders de l’Iran doivent être tenus pour responsables de leur action</em>”, a t’elle dit, “<em>mais nous ne pouvons pas prendre de mesures iraisonnées qui
    pouraient rouvrir un autre front dans la ‘guerre contre la terreur’, ce que les Américains ne veulent pas et ne peuvent pas se permettre financièrement.”</em></span>

  <p style="text-align: justify;">
    <span style="font-size: 10pt;">Bien entendu, le gouvernement ne peut pas se payer une autre guerre du moins en ce qui concerne le désastre économique qu’il a amené sur les citoyens américains et
    ceci indépendemment d’autres facteurs influents.</span>

    <span style="font-size: 10pt;">La pierre qui roule arriva dans les mains du député de New York Peter King, qui fit un commentaire pour le moins bizarre. Il suggéra que les Etats-Unis devraient
    virer les officiels iraniens des Nations-Unies à New York et de Washington et de les accuser d’espionnage, ignorant le simple fait que les Nations-Unies sont considérées comme un corps
    international indépendant et que les Etats-Unis n’ont aucune autorité pour expulser en masse des diplomates accrédités aux Nations-Unies.</span>

  <p style="text-align: justify;">
    <span style="font-size: 10pt;">Débordant d’un faux sentiment d’urgence, il renouvela les accusations de soi-disant complot d’assassinat de l’Iran et dit fébrilement: “<em>vous avez l’assassinat
    d’un ambassadeur étranger, vous avez la volonté d’assassiner des centaines d’Américains, ceci est un acte de guerre</em>.” A dit King “<em>Je ne pense pas que nous pouvons continuer comme si de
    rien n’était ou même appliquer des sanctions comme d’habitude</em>.”</span>

    <span style="font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-size: 10pt;">De fait, les actions anti-Iran ont commencé dès 2007 lorsque le congrès tomba d’accord avec Bush, le président d’alors, pour financer une augmentation d’opérations
    clandestines contre l’Iran. D’après les officiels du renseignement qui parlèrent de cela sur la chaîne ABC News.com, la CIA obtint un accord de la présidence pour commencer ses opérations de
    déstabilisation clandestines en Iran.</span>

    <span style="font-size: 10pt;">A ces fins, plus de 400 millions de dollars furent débloqués grâce à un décret signé par le président. Son but ultime était d’handicaper le gouvernement religieux
    iranien et les opérations impliquaient de soutenir la minorité Ahwazi arabe et baluchis ainsi que d’autres groupes d’opposition ainsi que de collecter des renseignements sur les sites nucléaires
    iraniens.</span>

    <span style="font-size: 10pt;">Les officiels du renseignement, parlant sous le couvert de l’anonymat à cause de la nature “sensible” du sujet, confirmèrent que Bush avait signé un “décret
    présidentiel non-léthal”, donnant carte blanche à la CIA pour s’engager dans toute activité de sabotage, incluant une campagne coordonnée de propagande, de désinformation et de manipulation de la
    monnaie iranienne et des transactions financières internationales dans le but de déstabiliser et d’éventuellement parvenir à opérer un changement de régime en Iran.</span>

    <span style="font-size: 10pt;">“Je ne peux pas confirmer ou réfuter qu’un tel programme existe et si le président l’a signé, mais cela serait très en accord avec la ligne de conduite américaine
    essayant de trouver des moyens de pression sur le régime iranien”, a dit Bruce Riedel, un officiel de la CIA en retraite et expert sur l’Iran et le Moyen –Orient (ABCNews.com le 22 Mai
    2007).</span>

  <p style="text-align: justify;">
    <span style="font-size: 10pt;">En Juin 2007, le magazine New Yorker publia un article similaire de Seymour Hersh, confirmant que le décret avait été signé par Bush dans l’intention de
    déstabiliser le gouvernement islamique. “Son point de focalisation était de miner&nbsp; les ambitions nucléaires de l’Iran et d’essayer de changer le gouvernement”, l’article citait une personne
    qui connaissait bien le programme et impliquée “a travaillé avec les groupes d’opposition et passé l’argent”.</span>

    <span style="font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-size: 10pt;">D’un point de vue du renseignement, le fait que le gouvernement des Etats-Unis se soit résolu à des opérations clandestines contre l’Iran élimine la possibilité
    d’une frappe militaire contre le pays.</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-size: 10pt;">D’après certains rapports, les ambassadeurs américains à Islamabad ont demandé répétitivement l’ouverture d’un consulat dans la province du Baluchistan, ce qui est
    une demande très suspicieuse venant des Etats-Unis. En 2011, la demande fut renouvellée par l’ambassadeur américain Cameron Munter à Islamabad. Cette persistance dans cette demande est à prendre
    très séreusement. Le Baluchistan est stratégiquement très important car c’est la hâvre du groupe terroriste anti-iranien le Jundallah en première instance et une province séparatiste du Pakistan
    en second lieu.</span>

    <span style="font-size: 10pt;">En fait, Washington favorise grandement l’établissement d’un “grand Baluchistan” qui intégrerait les zones baluches du Pakistan avec celle de l’Iran. L’expert
    militaire lieutenant-colonel Ralph Peters suggère que le Pakistan devrait être morcelé, ceci menant à la formation d’un pays séparé: “le Baluchistan libre” (Juin 2006 dans le journal des Forces
    Armées). Ceci aurait pour résultat d’incorporer les provinces baluches du Pakistan et d’Iran en une entité politique unifiée, qui pourrait être ciselée suivant les intérêts de Washington dans la
    région.</span>

    <span style="font-size: 10pt;">Ainsi il apparaît que les Etats-Unis aient deux motifs ultérieurs si cette demande obtient le succès escompté. D’abord, cela pourra fournir l’occasion de réaliser
    ce rêve d’un grand Baluchistan, de consolider une présence ferme dans cette zone séparatiste du Pakistan et dans un second temps, offrir l’opportunité d’utiliser cette influence pour porter des
    activités de sabotage en Iran.</span>

  <p style="text-align: justify;">
    <span style="font-size: 10pt;">Plus tôt en 2007, ABCNews.com révéla le rôle du gouvernement américain dans son soutien du groupe terroriste iranien, qui est responsable d’un certain nombre
    d’assassinats partculièrement horribles sur es civils iraniens à la frontière irano-pakistanaise.</span>

    <span style="font-size: 10pt;">Le groupe terroriste ne perd aucune occasion de semer la terreur dans la province du sud iranien du Sistan-Baluchistan et leur appétit de meurtre et de cruauté ne
    connaît aucune rémission. Les victimes de ce groupe sont essentiellement des femmes, des enfants qui sont devenus la cible directe de leurs meurtres. En Juillet 2010, le group organisa une paire
    d’attaques suicides dans une mosquée shi’ite majeure dans la ville de Zahedan, la capitale de la province iranienne du Sistan-Baluchistan, attentats qui ont tués des douzaines de fidèles et
    blessés plus de cent personnes.</span>

  <p style="text-align: justify;">
    <span style="font-size: 10pt;">Bien que les officiels américains réfutent la notion de “financement direct” du groupe terroriste, ils reconnaissent être en contact avec le leader du groupe de
    manière régulière. Une attaque terroriste similaire fut lancée par le même groupe dans une mosquée de Zahedan en Mai 2009, attaque qui éleva beaucoup de fidèles au rang de martyrs.</span>

    <span style="font-size: 10pt;">De manière très décevante, le service de renseignement pakistanais l’ISI (Inter-Service Intelligence) soutient implicitement le groupe et est dit abriter quelques
    uns de membres de haut niveau de l’organisation, en coordination avec la CIA.</span>

    <span style="font-size: 10pt;">N’est-il pas paradoxal que le Jundallah, groupe terroriste et branche d’Al Qaïda, est directement financé par le gouvernement américain, qui continue à avancer sa
    soi-disant “guerre à la terreur” dans le monde ?</span>

    international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace;<br></span></span>

    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">• All Members shall refrain in their international relations from the threat or use of force against the territorial
    integrity or political independence of any state, or in any other manner inconsistent with the purposes of the United Nations.”</span></span>

    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">The fact that member states of the United Nations have repeatedly infringed these regulations, does not dispense today’s
    world from these obligations. On the contrary: all wars after the Second World War have confirmed in a horrible manner how true it was and still is what the founding members of the United Nations
    stipulated in 1945 as the first and highest aim at the beginning of the preamble of the Charta that they were “determined to save succeeding generations from the scourge of war, which twice in
    our lifetime has brought untold sorrow to mankind”.</span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">Is it compatible with these principles when representatives of governments and the media massively stir up a phobia
    against a country and even do not exclude war against this country?<br></span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">That is exactly what has been happening against Iran for years. And again even more vehemently during the past weeks and
    months.</span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">In doing so the proponents of the campaign do not consider:</span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">• that not only has the Iranian Government maintained for years that it doesn’t want to possess nuclear weapons, but that
    also the inspectors of the International Atomic Energy Agency IAEA and all secret services as well have never presented a substancial prove for an Iranian nuclear weapons program. Up to this day,
    the reports of the US secret services have in fact confirmed that Iran does not operate a program for nuclear weapons. Some of Iran’s opponents claim on these grounds that there is no point in
    proving the existence of an Iranian program for nuclear&nbsp; weapons but that Iran should give a gapless prove that it does not strife for atomic weapons – but how can that be possible if at the
    same time anything that Iran presents is principally called in question,</span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">• that the statements of the Iranian president (of state) concerning Israel have been falsified by the western media and
    that Iranian plans of waging war against Israel are not known,</span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">• but that, on the other hand, most probably there are Israeli (and also even US American) plans for a war of aggression
    against Iran, although wars of aggression are forbidden by the UN Charta;</span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">• that Iran is threatened with war by other countries, also by superior German officers: Meanwhile, a manuscript of the
    speech held by German NATO general Karl-Heinz Lather at the Gemeinschaft Katholischer Soldaten (Association of Catholic Soldiers) in Bonn on 25 March 2010, is available. Grotesquely enough, he
    said at the occasion of the World Peace Day 2010: “By the way, soon the World Community [meaning the NATO states] could be forced to intervene again if Iran does not give up its ambitions for
    nuclear weapons. Political action, diplomacy and economic sanctions seem to be of little avail” and he adds – in opposition to the duties emanating from the UN Charta – that “states and
    governments&nbsp; [meaning the NATO states] usually [hence not always] adopt and aspire for a mandate of the United Nations as a prerequisit for a military intervention [but which is obviously
    not necessary, according to the conception of the German general]”;</span></span>
  </p>

    – and which store a big arsenal of nuclear weapons, are almost never asked to finish this condition (not to mention the 5 “official” nuclear powers who, they as well, have signed the Treaty and
    have committed themselves to nuclear disarmament and even zero armament; they are very, very far away from this aim) – meaning that also here double standards are applied;</span></span>

    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>

  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">• that Iran is, not at all, put under pressure by the “World Community”, but that it is above all Israel, the USA and the
    EU who have joined up to put other countries under pressure to submit to their plans. The majority of the states and governments, for example the 118 states of the Non Aligned Movement,&nbsp;
    judge the policy of Iran and the possibilities to have relations and solve conflicts&nbsp; with this country very differently from that political bloc, which is nothing else but a small minority
    in the world.<br>
    <br>
    At this point, nothing is to be said about the real background of the war plans against Iran. It must however be added that the current campaign represents an alarming beating of war drums for
    everybody who is impartially dealing with this matter. This does not mean that everybody who is now threatening Iran wants to wage war. But everybody who threatens Iran – everybody who is
    ignoring the Charta of the United Nations – is a forerunner of all those who want the war. It is not less worrying that there are no longer any voices of dissent coming from the governments and
    media of that bloc. There is no discussion, but everybody seems to be brought in line to add to the agitation. And we can call it agitation because this kind of&nbsp; enforced conformity solely
    springs from political plans which have little concern for the truth.</span></span>

    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;"><br></span></span>

  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><span style="font-size: 10pt;">This ignorance of the bloc against the Charta of the United Nations is no peccadillo. This ignorance undermindes the
    bases of a just and peaceful coexistence of the peoples and states. It is a threat to mankind. There are quite a lot of the World Community who are not ready to take part in this.</span></span>

        <title><![CDATA[U.S. Intelligence Found Iran Nuke Document Was Forged]]></title>

    <span class="texto1"><b>WASHINGTON, Dec 28 (IPS) - U.S. intelligence has concluded that the document published recently by the Times of London, which purportedly describes an Iranian plan to do
    experiments on what the newspaper described as a "neutron initiator" for an atomic weapon, is a fabrication, according to a former Central Intelligence Agency official.</b></span><br>
    <br>
    <span class="texto1">Philip Giraldi, who was a CIA counterterrorism official from 1976 to 1992, told IPS that intelligence sources say that the United States had nothing to do with forging the
    document, and that Israel is the primary suspect. The sources do not rule out a British role in the fabrication, however.</span><br>
    <br>
    <span class="texto1">The Times of London story published Dec. 14 did not identify the source of the document. But it quoted "an Asian intelligence source" - a term some news media have used for
    Israeli intelligence officials - as confirming that his government believes Iran was working on a neutron initiator as recently as 2007.</span><br>
    <br>
    <span class="texto1">The story of the purported Iranian document prompted a new round of expressions of U.S. and European support for tougher sanctions against Iran and reminders of Israel's
    threats to attack Iranian nuclear programme targets if diplomacy fails.</span><br>
    <br>
    <span class="texto1">U.S. news media reporting has left the impression that U.S. intelligence analysts have not made up their mind about the document's authenticity, although it has been widely
    reported that they have now had a full year to assess the issue.</span><br>
    <br>
    <span class="texto1">Giraldi's intelligence sources did not reveal all the reasons that led analysts to conclude that the purported Iran document had been fabricated by a foreign intelligence
    agency. But their suspicions of fraud were prompted in part by the source of the story, according to Giraldi.</span><br>
    <br>
    <span class="texto1">"The Rupert Murdoch chain has been used extensively to publish false intelligence from the Israelis and occasionally from the British government," Giraldi said.</span><br>
    <br>
    <span class="texto1">The Times is part of a Murdoch publishing empire that includes the Sunday Times, Fox News and the New York Post. All Murdoch-owned news media report on Iran with an
    aggressively pro-Israeli slant.</span><br>
    <br>
    <span class="texto1">The document itself also had a number of red flags suggesting possible or likely fraud.</span><br>
    <br>
    <span class="texto1">The subject of the two-page document which the Times published in English translation would be highly classified under any state's security system. Yet there is no
    confidentiality marking on the document, as can be seen from the photograph of the Farsi-language original published by the Times.</span><br>
    <br>
    <span class="texto1">The absence of security markings has been cited by the Iranian ambassador to the International Atomic Energy Agency, Ali Asghar Soltanieh, as evidence that the "alleged
    studies" documents, which were supposedly purloined from an alleged Iranian nuclear weapons-related programme early in this decade, are forgeries.</span><br>
    <br>
    <span class="texto1">The document also lacks any information identifying either the issuing office or the intended recipients. The document refers cryptically to "the Centre", "the Institute",
    "the Committee", and the "neutron group".</span><br>
    <br>
    <span class="texto1">The document's extreme vagueness about the institutions does not appear to match the concreteness of the plans, which call for hiring eight individuals for different tasks
    for very specific numbers of hours for a four-year time frame.</span><br>
    <br>
    <span class="texto1">Including security markings and such identifying information in a document increases the likelihood of errors that would give the fraud away.</span><br>
    <br>
    <span class="texto1">The absence of any date on the document also conflicts with the specificity of much of the information. The Times reported that unidentified "foreign intelligence agencies"
    had dated the document to early 2007, but gave no reason for that judgment.</span><br>
    <br>
    <span class="texto1">An obvious motive for suggesting the early 2007 date is that it would discredit the U.S. intelligence community's November 2007 National Intelligence Estimate, which
    concluded that Iran had discontinued unidentified work on nuclear weapons and had not resumed it as of the time of the estimate.</span><br>
    <br>
    <span class="texto1">Discrediting the NIE has been a major objective of the Israeli government for the past two years, and the British and French governments have supported the Israeli
    effort.</span><br>
    <br>
    <span class="texto1">The biggest reason for suspecting that the document is a fraud is its obvious effort to suggest past Iranian experiments related to a neutron initiator. After proposing
    experiments on detecting pulsed neutrons, the document refers to "locations where such experiments used to be conducted".</span><br>
    <br>
    <span class="texto1">That reference plays to the widespread assumption, which has been embraced by the International Atomic Energy Agency, that Iran had carried out experiments with Polonium-210
    in the late 1980s, indicating an interest in neutron initiators. The IAEA referred in reports from 2004 through 2007 to its belief that the experiment with Polonium-210 had potential relevance to
    making "a neutron initiator in some designs of nuclear weapons".</span><br>
    <br>
    <span class="texto1">The National Council of Resistance of Iran (NCRI), the political arm of the terrorist organisation Mujahedeen-e Khalq, claimed in February 2005 that Iran's research with
    Polonium-210 was continuing and that it was now close to producing a neutron initiator for a nuclear weapon.</span><br>
    <br>
    <span class="texto1">Sanger and Broad were so convinced that the Polonium-210 experiments proved Iran's interest in a neutron initiator that they referred in their story on the leaked document to
    both the IAEA reports on the experiments in the late 1980s and the claim by NCRI of continuing Iranian work on such a nuclear trigger.</span><br>
    <br>
    <span class="texto1">What Sanger and Broad failed to report, however, is that the IAEA has acknowledged that it was mistaken in its earlier assessment that the Polonium-210 experiments were
    related to a neutron initiator.</span><br>
    <br>
    <span class="texto1">After seeing the complete documentation on the original project, including complete copies of the reactor logbook for the entire period, the IAEA concluded in its Feb. 22,
    2008 report that Iran's explanations that the Polonium-210 project was fundamental research with the eventual aim of possible application to radio isotope batteries was "consistent with the
    Agency's findings and with other information available to it".</span><br>
    <br>
    <span class="texto1">The IAEA report said the issue of Polonium-210 – and thus the earlier suspicion of an Iranian interest in using it as a neutron initiator for a nuclear weapon - was now
    considered "no longer outstanding".</span><br>
    <br>
    <span class="texto1">New York Times reporters David Sanger and William J. Broad reported U.S. intelligence officials as saying the intelligence analysts "have yet to authenticate the document".
    Sanger and Broad explained the failure to do so, however, as a result of excessive caution left over from the CIA's having failed to brand as a fabrication the document purporting to show an
    Iraqi effort to buy uranium in Niger.</span><br>
    <br>
    <span class="texto1">The Washington Post's Joby Warrick dismissed the possibility that the document might be found to be fraudulent. "There is no way to establish the authenticity or original
    source of the document...," wrote Warrick.</span><br>
    <br>
    <span class="texto1">But the line that the intelligence community had authenticated it evidently reflected the Barack Obama administration's desire to avoid undercutting a story that supports its
    efforts to get Russian and Chinese support for tougher sanctions against Iran.</span><br>
    <br>
    <span class="texto1">This is not the first time that Giraldi has been tipped off by his intelligence sources on forged documents. Giraldi identified the individual or office responsible for
    creating the two most notorious forged documents in recent U.S. intelligence history.</span><br>
    <br>
    <span class="texto1">In 2005, Giraldi identified Michael Ledeen, the extreme right-wing former consultant to the National Security Council and the Pentagon, as an author of the fabricated letter
    purporting to show Iraqi interest in purchasing uranium from Niger. That letter was used by the George W. Bush administration to bolster its false case that Saddam Hussein had an active nuclear
    weapons programme.</span><br>
    <br>
    <span class="texto1">Giraldi also identified officials in the "Office of Special Plans" who worked under Undersecretary of Defense for Policy Douglas Feith as having forged a letter purportedly
    written by Hussein's intelligence director, Tahir Jalail Habbush al-Tikriti, to Hussein himself referring to an Iraqi intelligence operation to arrange for an unidentified shipment from
    Niger.</span><br>

    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;">Last week the House overwhelmingly approved a measure to put a new round of sanctions on Iran. If this measure passes the
    Senate, the United States could no longer do business with anyone who sold refined petroleum products to Iran or helped them develop their ability to refine their own petroleum. The sad thing is
    that many of my colleagues voted for this measure because they felt it would deflect a military engagement with Iran. I would put the question to them, how would Congress react if another
    government threatened our critical trading partners in this way? Would we not view it as asking for war?</span></span>
  </p>
  <p>
    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;"><br></span></span>
  </p>
  <p>
    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;">This policy is pure isolationism. It is designed to foment war by cutting off trade and diplomacy. Too many forget that
    the quagmire in Iraq began with an embargo. Sanctions are not diplomacy. They are a precursor to war and an embarrassment to a country that pays lip service to free trade. It is ironic that
    people who decry isolationism support actions like this.</span></span>
  </p>
  <p>
    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;"><br></span></span>
  </p>
  <p>
    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;">If a foreign government attempted to isolate the US economically, cut off our supply of gasoline, or starve us to death,
    would it cause Americans to admire that foreign entity? Or would we instead unite under the flag for the survival of our country?</span></span>
  </p>
  <p>
    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;"><br></span></span>
  </p>
  <p>
    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;">We would not tolerate foreign covert operations fomenting regime change in our government. Yet our CIA has been meddling
    in Iran for decades. Of course Iranians resent this. In fact, many in Iran still resent the CIA’s involvement in overthrowing their democratically elected leader in 1953. The answer is not to cut
    off gasoline to the Iranian people. The answer is to stay out of their affairs and trade with them honestly. If our operatives were no longer in Iran, they would no longer be available as
    scapegoats for the regime to, rightly or wrongly, blame for every bad thing that happens. As bad as other regimes may be, it is up to their own people to deal with them so they can achieve true
    self-determination. When foreigners instigate regime change, the new government they institute is always perceived as serving the interest of the overthrowing country, not the people. Thus we
    take the blame for bad governance twice. Instead we should stay out of their affairs altogether.</span></span>
  </p>
  <p>
    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;"><br></span></span>
  </p>
  <p>
    <span style="font-family: verdana,geneva;"><span style="font-size: 8pt;">With the exception of the military industrial complex, we all want a more peaceful world. Many are hysterical about the
    imminent threat of a nuclear Iran. Here are the facts: Iran has never been found out of compliance with the nuclear non-proliferation treaty (NPT) they signed. However, being surrounded by
    nuclear powers one can understand why they might want to become nuclear capable if only to defend themselves and to be treated more respectfully. After all, we don’t sanction nuclear capable
    countries. We take diplomatic negotiations a lot more seriously, and we frequently send money to them instead. The non-nuclear countries are the ones we bomb. If Iran was attempting to violate
    the non-proliferation treaty, they could hardly be blamed, since US foreign policy gives them every incentive to do so.</span></span>

            pays, au sujet de la mainmise absolue de l’administration Bush sur le pouvoir exécutif, au sujet de la reconnaissance du rôle globalement positif de l’Iran en Iraq et du soutien US des

            aussi.&nbsp;»</em> pour attaquer l’Iran endéans les 10 à 12 heures de l’ordre de mission du président Bush, dit-il , en insistant sur le fait que les troupes doivent intervenir au sol
            pour détruire les systèmes de défense Iraniens. Il signale enfin que&nbsp;:<em>&nbsp;«&nbsp; Bush va être un président très actif, on peut le craindre, jusqu’à 11 heures, 59 minutes et 59
            secondes le 20 janvier 2009&nbsp;»</em> et soulève l’inquiétante hypothèse d’une «&nbsp; surprise d’octobre&nbsp;», une attaque militaire sur l’Iran, particulièrement si Obama reste en
            tête dans les sondages.</span></span>

    <b><span style="font-family: verdana,geneva;">The weapons inspectors did an honest job in Iraq and told the truth, but the mainstream media did not emphasize their findings. Instead, the media
    served as a Ministry of Propaganda, beating the war drums for the US government.</span></b>

  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">Now the whole process is repeating itself. This time the target is Iran.<br></span>

    <span style="font-family: verdana,geneva;">As there is no real case against Iran, Obama took a script from Bush’s playbook and fabricated one.</span>

    <span style="font-family: verdana,geneva;">First the facts: As a signatory to the non-proliferation treaty, Iran’s nuclear facilities are open to inspection by the International Atomic Energy
    Agency, which carefully monitors Iran’s nuclear energy program to make certain that no material is diverted to nuclear weapons.<br></span>

    <span style="font-family: verdana,geneva;">The IAEA has monitored Iran’s nuclear energy program and has announced repeatedly that it has found no diversion of nuclear material to a weapons
    program. All 16 US intelligence agencies have affirmed and reaffirmed that Iran abandoned interest in nuclear weapons years ago.</span>

  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">In keeping with the safeguard agreement that the IAEA be informed before an enrichment facility comes online, Iran informed the IAEA on September 21
    that it had a new nuclear facility under construction. By informing the IAEA, Iran fulfilled its obligations under the safeguards agreement. The IAEA will inspect the facility and monitor the
    nuclear material produced to make sure it is not diverted to a weapons program.<br></span>
  </p>
  <p style="text-align: justify;">

    <span style="font-family: verdana,geneva;">Despite these unequivocal facts, Obama announced on September 25 that Iran has been caught with a “secret nuclear facility” with which to produce a bomb
    that would threaten the world.</span>

  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">The Obama regime’s claim that Iran is not in compliance with the safeguards agreement is disinformation.<br></span>

  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">Between the end of 2004 and early 2007, Iran voluntarily complied with an additional protocol (Code 3.1) that was never ratified and never became a
    legal part of the safeguards agreement. The additional protocol would have required Iran to notify the IAEA prior to beginning construction of a new facility, whereas the safeguards agreement in
    force requires notification prior to completion of a new facility. Iran ceased its voluntary compliance with the unratified additional protocol in March 2007, most likely because of the <a href=
    "http://www.guardian.co.uk/commentisfree/cifamerica/2009/sep/25/iran-secret-nuclear-plant-inspections">American and Israeli misrepresentations</a> of Iran’s existing facilities and military
    threats against them.<br></span>

  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">By accusing Iran of having a secret “nuclear weapons program” and demanding that Iran “come clean” about the nonexistent program, adding that he does
    not rule out a military attack on Iran, Obama mimics the discredited Bush regime’s use of nonexistent Iraqi “weapons of mass destruction” to set up Iraq for invasion.<br></span>

  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">The US media, even the “liberal” National Public Radio, quickly fell in with the Obama lie machine. Steven Thomma of the McClatchy Newspapers declared
    the non-operational facility under construction, which Iran reported to the IAEA, to be “a secret nuclear facility.”</span>

    <span style="font-family: verdana,geneva;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">Thomma, reported incorrectly that the world didn’t learn of Iran’s “secret” facility, the one that Iran reported to the IAEA the previous Monday, until
    Obama announced it in a joint appearance in Pittsburgh the following Friday with British Prime Minister Gordon Brown and French President Nicolas Sarkoszy.<br></span>

  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">Obviously, Thomma has no command over the facts, a routine inadequacy of “mainstream media” reporters. The new facility was revealed when Iran
    voluntarily reported the facility to the IAEA on September 21.</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">Ali Akbar Dareini, an Associated Press writer, reported, incorrectly, over AP: “The presence of a second uranium-enrichment site that could potentially
    produce material for a nuclear weapon has provided one of the strongest indications yet that Iran has something to hide.”</span>

  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">Dareini goes on to write that “the existence of the secret site was first revealed by Western intelligence officials and diplomats on Friday.” Dareini
    is mistaken. We learned of the facility when the IAEA announced that Iran had reported the facility the previous Monday in keeping with the safeguards agreement.</span>

    <span style="font-family: verdana,geneva;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">Dareini’s untruthful report of “a secret underground uranium enrichment facility whose existence has been hidden from international inspectors for
    years” helped to heighten the orchestrated alarm.<br></span>

    <span style="font-family: verdana,geneva;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana,geneva;">There you have it. The president of the United States and his European puppets are doing what they do best--lying through their teeth. The US
    “mainstream media” repeats the lies as if they were facts. The US “media” is again making itself an accomplice to wars based on fabrications. Apparently, the media’s main interest is to please
    the US government and hopefully obtain a taxpayer bailout of its failing print operations.<br></span>

    Israeli governments, refuted in his report (September 7, 2009) the baseless “accusations that information has been withheld from the Board of Governors about Iran’s nuclear programme. I am
    dismayed by the allegations of some Member states, which have been fed to the media, that information has been withheld from the Board. These allegations are politically motivated and totally
    baseless. Such attempts to influence the work of the Secretariat and undermine its independence and objectivity are in violation of Article VII.F. of the IAEA Statute and should cease
    forthwith.”</span>

    destruction.” The hoax is that a facility, reported to the IAEA by Iran, is a secret facility for making nuclear weapons.<br></span>

    Quel est le scénario le plus vraisemblable en préparation? Une attaque ciblée des installations nucléaires iraniennes? Une série de raids aériens effectués contre les principales villes du pays
    afin de détruire les actifs industriels? Une infiltration dans les milieux politiques afin de déstabiliser les institutions nationales? Créer une atmosphère propice aux violences urbaines?
    L’imposition de sanctions encore plus sévères? Voilà autant de voies qui sont sans doute susceptibles d’être examinées depuis un certain temps par les stratèges

    défaite qu’il importe de faire oublier par un détournement de l’opinion publique vers la question du programme nucléaire de l’Iran, la descente aux enfers des contingents de la coalition en
    Afghanistan et le SOS lancé par le général Stanley A. McChrystal pour des renforts substantiels (entre 10 000 et 15 000 soldats de plus) devant être déployés d’urgence (Secretary of Defense
    Memorandum 26 June 2009. Initial United States Forces – Aghanistan (USFOR-A) Assessment), la pression exercée par Israel pour une intervention militaire contre l’Iran par les États-Unis à la
    suite des déclarations répétées du président de l’Iran concernant l’Holocauste et l’existence même d’Israel, la construction d’une seconde usine de production de combustibles nucléaires et,
    enfin, la mobilisation de ressources considérables pour la guerre pouvant entraîner des retombées significatives sur l’économie des principaux pays producteurs et exportateurs
    d’armements.</span></span></span>

    pour l’ensemble des pays du monde pour obliger la conception d’une stratégie en vue de l’anéantir? Quels sont les fondements de la profonde appréhension de la part des pays occidentaux&nbsp;
    vis-à-vis du programme de développement nucléaire de l’Iran? Les enquêtes sur le terrain des inspecteurs de l’Agence internationale de l’Énergie atomique (AIEA) n’ont pas permis d’en arriver à la
    conclusion formelle que l’Iran était sur le point de construire une bombe atomique. À l’intérieur du débat concernant le bouclier antimissile des craintes ont été formulées par les tenants de ces
    dispositifs de défense ou d’interception sur les capacités de l’Iran de disposer bientôt d’armements nucléaires. C’est ainsi que ceux-ci, dans le doute, ont recommandé alors d’installer un
    parapluie protecteur pour contrer cette menace potentielle et ce à n’importe lequel prix.</span></span></span>

    niveau des soupçons. Selon eux, l’Iran possèderait tous les éléments lui permettant de construire une bombe nucléaire et il possède les vecteurs de courte et de moyenne portée capables
    d’atteindre de nombreuses cibles sensibles de façon efficace, y compris le territoire de l’État hébreu. Ce qu’il importe pour les puissances occidentales c’est de maintenir un doute fondé sur des
    faits vraisemblables (vérifiés ou non) dans l’esprit de la population des pays nucléarisés. Ce doute pourrait par conséquent être suffisant pour préparer une intervention armée et de la
    justifier.</span></span></span>

    annoncé le 17 septembre dernier laissant place à un autre dispositif plus souple, soit un bouclier antimissile doté d’intercepteurs de courte et de moyenne portée et l’invitation adressée à la
    Russie lui demandant de collaborer avec l’OTAN pour mettre au point un système commun de défense antimissile seraient des gestes posés par les Étatsuniens destinés à réchauffer leurs relations
    avec la Russie et obtenir ainsi de sa part un appui dans la prise de contrôle de l’Asie centrale et éventuellement de celle de l’Iran .<br>

    <span style="font-size: 10pt;"><span style="font-family: verdana,geneva;"><span lang="FR-CA">Ce qui a été recherché lors de la dernière réunion du Conseil de sécurité et durant le Sommet de
    Pittsburgh c’est l’aval tacite de la Russie et de la Chine aux décisions prises par les États-Unis, la France et le Royaume-Uni concernant la question du nucléaire iranien. Le président de la
    Russie, Dmitri Medvedev, de même que le Premier Ministre de la Chine, Wen Jiabao, ont ainsi exprimé qu’ils n’étaient pas en désaccord avec le principe de l’imposition de sanctions contre l’Iran.
    C’est ainsi que les forces impériales arrivent à un consensus quand il en va de leurs prérogatives et de leurs intérêts communs. Selon le président Obama «non seulement les États-Unis, la France
    et la Grande-Bretagne ont rendu publics les nouveaux manquements iraniens aux obligations internationales, mais «on a aussi vu la Chine et la Russie publier des communiqués appelant à une enquête

    développement nucléaire s’avèrent fondés, si des actes de soumission de la part des Iraniens ne sont pas posés face aux diktats des pays occidentaux la méfiance à l’égard de l’État iranien ne
    pourra que s’accentuer en Occident au cours des prochains mois. Il est à craindre alors que l’option militaire soit envisagée comme étant la seule voie pour résoudre cette crise générée par les
    grandes puissances.<br>

    <span style="font-size: 10pt;"><span style="font-family: verdana,geneva;"><span lang="FR-CA">Ce qui est sur la table c’est la question globale de la transparence concernant les arsenaux
    nucléaires. Dans les faits, les membres du Club nucléaire et les autres pays nucléarisés ne présentent pas toutes les composantes de leur programmes de développement de leurs armements nucléaires
    et de leurs projets de transferts des technologies nucléaires. Cette situation a d’ailleurs été déplorée à plusieurs reprises par le secrétaire général de l’ONU. Ce qui est en jeu est le
    comportement des pays nucléarisés eux-mêmes qui ne respectent pas les dispositions du Traité de Non Prolifération nucléaire (TNP). Dans un tel contexte, ce qui réclamé par l’Iran c’est d’abord
    des gestes concrets de la part des grandes puissances concernant le désarmement nucléaire. Un monde sans armes nucléaires sera possible quand le principe de l’équité sera respecté. La politique
