      Patriot Act états-unien. Pour le sociologue Jean-Claude Paye, l’inefficacité du vaste système de surveillance progressivement mis en place atteste que sa finalité réelle est autre que le but
      annoncé. Les sociétés occidentales évoluent vers un modèle infantilisant où seul le fait de se placer sous le regard enveloppant du pouvoir génère un sentiment de sécurité.</span></strong>

    <span style="font-family: verdana, geneva; font-size: 10pt;">La loi française «&nbsp;LOPPSI 2&nbsp;», Loi d’Orientation et de Programmation pour la Sécurité Intérieure, a été définitivement
    adoptée ce 8 février 2011&nbsp;[<a id="nh1" class="spip_note" style="text-decoration: none; color: #b91111;" title=
    "« Projet de loi d’Orientation et de programmation pour la performance et la&nbsp;(...)" rel="footnote" name="nh1" href="http://www.voltairenet.org/article168694.html#nb1">1</a>]. Ce texte
    présente de fortes similitudes avec le&nbsp;<em>Patriot Act</em>&nbsp;états-unien, voté immédiatement après les attentats du 11 septembre 2001. Ces deux législations se présentent toutes deux
    comme un fourre-tout sécuritaire, une collection de mesures disparates, visant à réduire les libertés fondamentales, et contiennent des réformes importantes destinées à assurer un contrôle du
    Net.&nbsp;</span>
  </p>

    <span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><br>
    <span style="font-family: verdana, geneva; font-size: 10pt;">L’<em>USA Patriot Act</em>&nbsp;anticipe les lois françaises. Il installe, dès 2001, tout un ensemble de dispositions qui mettront une
    décennie pour exister dans l’Hexagone, telle l’installation légale de chevaux de Troie dans les ordinateurs, l’incrimination de cybercriminalité ou l’infiltration policière dans les échanges
    électroniques.&nbsp;</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Dans un premier temps, lors de son installation en 2001, le&nbsp;<em>Patriot Act</em>&nbsp;s’inscrit dans l’état d’urgence. Il se
    présente comme devant faire face à un état de guerre&nbsp;: la «&nbsp;guerre contre le terrorisme&nbsp;». A côté de mesures déjà permanentes, nombre de dispositions ont été votées pour une
    période de quatre ans. Ce n’est qu’en 2006, lors de leur procédure de renouvellement, que la plupart de ces dernières vont devenir permanentes&nbsp;[<a id="nh2" class="spip_note" style=
    "text-decoration: none; color: #b91111;" title="« De l’état d’urgence à l’état d’exception permanent », par Jean-Claude Paye,&nbsp;(...)" rel="footnote" name="nh2" href=
    "http://www.voltairenet.org/article168694.html#nb2">2</a>]. Seules les plus contestés seront de nouveau votées pour une nouvelle période de quatre ans. Ensuite, sous la présidence Obama, elles
    seront renouvelées, d’année en année.</span>

    <span style="font-family: verdana, geneva; font-size: 10pt;">La loi française dite LOPPSI 2, s’inscrit, quant à elle, directement dans la permanence. Toutes ses mesures sont votées pour une
    période indéterminée. Ne devant pas être renouvelées, les dispositions ne sont pas limitées dans le temps. La référence principale de cette loi n’est plus l’image de la guerre contre le
    terrorisme, mais directement celle d’un état d’urgence, exhibé par l’Etat, afin de se défendre contre ses propres populations.</span>

    <span style="font-family: verdana, geneva; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 13px;">La loi mélange des mesures générales de surveillance et de suppressions des libertés individuelles de tous les citoyens avec des
    dispositions qui stigmatisent des catégories particulières de la population, celles placées dans la précarité ou bien les jeunes.</span>
  </p>

    <span style="font-family: verdana, geneva; font-size: 10pt;">Les «&nbsp;chevaux de Troie&nbsp;»</span>
  </h3>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Sous le couvert de la lutte contre la «&nbsp;criminalité organisée&nbsp;», la LOPPSI 2 prévoit la possibilité, avec l’autorisation
    d’un juge d’instruction, de mettre en place, à l’insu de l’utilisateur, un dispositif technique enregistrant les frappes au clavier ou des captures d’écran. Cependant, ce système permettra de
    retenir toutes les infractions constatées à l’occasion de cette surveillance, même si cela ne concerne pas des faits relevant de la criminalité organisée.</span>
  </p>

  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 13px;">Ces dispositifs pourront être installés, sur place ou en s’infiltrant à distance, durant une période renouvelable de huit mois. Afin
    de mettre en place ce «&nbsp;mouchard&nbsp;», les enquêteurs ont ainsi le droit de s’introduire dans le domicile ou le véhicule de la personne mise en cause, à son insu et, si nécessaire, de
    nuit. A cet effet, la loi annule les protections constitutionnelles de la vie privée.</span>

  </p>

    <span style="font-family: verdana, geneva; font-size: 10pt;">La loi prévoit également un système de filtrage des sites diffusant des images de mineurs à caractère «&nbsp;manifestement
    pornographique&nbsp;». Sans intervention d’un juge, elle donne à une autorité administrative, l’Office central de lutte contre la criminalité, la possibilité de priver ces sites de l’accès au
    Net. Cependant, l’administration peut saisir le juge pour les contenus «&nbsp;non manifestement pédopornographiques&nbsp;»&nbsp;[<a id="nh3" class="spip_note" style=
    "text-decoration: none; color: #b91111;" title="« La Loppsi revient à l’assemblée nationale, les amendements bloqués », par&nbsp;(...)" rel="footnote" name="nh3" href=

    <span style="font-family: verdana, geneva; font-size: 10pt;">Présenté comme une limitation des pouvoirs de l’exécutif, cette disposition a en fait une conséquence perverse&nbsp;: elle permet
    d’étendre le filtrage à un contenu qui manifestement n’est pas pédophile. Tel est bien l’enjeu de cet article. Une fois le principe du blocage adopté, il suffit d’étendre progressivement le champ
    des sites filtrables, comme cela a été fait pour le fichier national des empreintes génétiques. La loi introduit ainsi une brèche qui annonce d’autres motifs de blocage. Un simple amendement à la
    LOPPSI permettrait d’inclure les sites qui ne respectent pas le droit d’auteur.</span>
  </p>
  <h3 class="spip" style="font-family: Arial, Helvetica, sans-serif; font-size: 17px; font-weight: bold; color: #000000; text-decoration: none; text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">La «&nbsp;cybercriminalité&nbsp;»</span>
  </h3>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">La LOPPSI établit une série de délits spécifiques s’ils sont exercés sur le Net. Est créé le délit d’utilisation frauduleuse, sur un
    réseau de communications électroniques, de l’identité d’un individu ou de données à caractère personnel «&nbsp;en vue de troubler sa tranquillité ou de porter atteinte à son honneur ou à sa
    considération&nbsp;».&nbsp;</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><br>
    <span style="font-family: verdana, geneva; font-size: 10pt;">Les sanctions prévues pour les délits de contrefaçon en bande organisée de coordonnées bancaires, de moyens de paiement et de
    marchandises sur un réseau de communication électronique sont alourdies, pouvant aller jusqu’à dix ans d’emprisonnement et un million d’euros d’amende pour l’utilisation frauduleuse de moyens de
    paiement.&nbsp;</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><br>
    <span style="font-family: verdana, geneva; font-size: 10pt;">La création du délit d’usurpation d’identité devrait favoriser une nette augmentation de l’activité de la «&nbsp;plateforme
    PHAROS&nbsp;» (Plateforme d’Harmonisation, d’Analyse, de Recoupement et d’Orientation des Signalements) qui permet, depuis janvier 2009, dans le cadre du plan d’action du gouvernement contre
    «&nbsp;la criminalité sur Internet&nbsp;», la dénonciation en ligne aux services de police, de contenus de sites constitutifs d’infractions. Ces signalements, plus de 1&nbsp;000 par mois
    actuellement, sont ensuite traités par l’OCLCTIC.</span>
  </p>
  <h3 class="spip" style="font-family: Arial, Helvetica, sans-serif; font-size: 17px; font-weight: bold; color: #000000; text-decoration: none; text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">L’interconnexion des fichiers</span>
  </h3>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Cette loi coordonne les fichiers dits «&nbsp;d’antécédents&nbsp;»&nbsp;[<a id="nh4" class="spip_note" style=
    "text-decoration: none; color: #b91111;" title="Article 2 de la LOPPSI 2." rel="footnote" name="nh4" href="http://www.voltairenet.org/article168694.html#nb4">4</a>], tel le STIC et le JUDEX, qui
    contiennent des «&nbsp;données à caractère personnel&nbsp;» concernant les personnes suspectées d’avoir participé à la commission d’un crime, d’un délit ou d’une contravention de 5ème
    classe.</span>
  </p>

  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Le texte prévoit que les décisions d’acquittement ou de relaxe conduisent à un effacement des données personnelles, «&nbsp;sauf si le
    procureur de la République en prescrit le maintien pour des raisons liées à la finalité du fichier&nbsp;». Il lui donne aussi le pouvoir d’effacer les données personnelles ou de les maintenir
    dans le fichier, en cas de non-lieu ou de classement sans suite.&nbsp;</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><br>
    <span style="font-family: verdana, geneva; font-size: 10pt;">L’article 10 permet aussi d’utiliser des systèmes «&nbsp;d’analyse sérielle&nbsp;», de recoupement automatique d’informations qui
    croisent des données ouvertes, disponibles sur internet, avec des données fermées&nbsp;: IP, numéro de téléphone.</span>
  </p>
  <p style="text-align: justify;">
    &nbsp;
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Il s’agit d’informations nominatives sur les personnes suspectées d’être auteurs ou complices de crimes ou de délits, mais aussi sur
    les victimes ou simplement sur des personnes susceptibles de fournir des renseignements. Quant aux fichiers dits «&nbsp;de rapprochement&nbsp;», ils vont permettre de croiser les données
    nominatives, recueillies dans différentes enquêtes et cela sans aucune limite en termes de gravité des infractions concernées.</span>
  </p>
  <h3 class="spip" style="font-family: Arial, Helvetica, sans-serif; font-size: 17px; font-weight: bold; color: #000000; text-decoration: none; text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Big Mother</span>
  </h3>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">A première vue, la loi est illisible. Elle apparaît comme un fourre tout, une collection de mesures disparates, allant de la
    constitution de fichiers sur l’ensemble des habitants et la légalisation des mouchards électroniques, à la criminalisation des squatters ou à la possibilité d’installer un couvre-feu pour les
    enfants de 13 ans.</span>
  </p>
  <p style="text-align: justify;">
    &nbsp;
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Il y a cependant une forte cohérence entre les différentes dispositions, non pas au niveau des objets sur lesquels portent les
    différents articles, mais en ce qui concerne l’intention du pouvoir. Les délits créés n’ont d’ailleurs pas d’autres finalités que d’être des supports du regard du gouvernement, des supports de
    l’image de l’insécurité et de son alter-ego, la sécurité.&nbsp;</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><br>
    <span style="font-family: verdana, geneva; font-size: 10pt;">La criminalisation des squatters, des gens du voyage, des étrangers en situation irrégulière ou simplement des jeunes, sous entend que
    toute forme d’existence, qui n’est pas étroitement contrôlée, est dangereuse. Il est ainsi induit que la sécurité réside dans un abandon complet aux initiatives du gouvernement, à ses différents
    fichiers, à ses perquisitions informatiques, ainsi qu’à l’impunité judiciaire pour ses agents de renseignement.&nbsp;</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><br>
    <span style="font-family: verdana, geneva; font-size: 10pt;">Ce n’est pas pour rien que la loi opère un déplacement sémantique en remplaçant «&nbsp;vidéosurveillance&nbsp;» par
    «&nbsp;vidéoprotection&nbsp;». Cette permutation n’est pas destinée à nous tromper. Il ne s’agit pas d’une opération idéologique au sens habituel du terme. Elle s’inscrit au contraire dans la
    transparence, celle de l’intentionnalité du gouvernement, celle de&nbsp;<em>Big Mother</em>&nbsp;et de sa gouvernance fusionnelle.</span>
  </p>
  <p style="text-align: justify;">
    &nbsp;
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Ainsi, la sécurité, la protection octroyée, consiste, aussi bien, à être dans l’oeil des caméras de surveillance généralisées par la
    LOPPSI 2, qu’à être repris et conservés dans ses fichiers de police, même si on a été acquitté par la Justice. Le but de ces différents fichiers n’est pas d’établir une surveillance des
    populations.</span>
  </p>
  <p style="text-align: justify;">

  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">Une enquête de la Commission Nationale de l’Informatique et des Libertés nous avait appris que, en 2008, les fichiers policiers
    français comprenaient 83% d’erreurs. L’objectif est tout autre, il s’agit de nous intimer que notre protection consiste à nous abandonner au pouvoir et ainsi à renoncer à tout droit à une vie
    privée.</span>
  </p>
  <h3 class="spip" style="font-family: Arial, Helvetica, sans-serif; font-size: 17px; font-weight: bold; color: #000000; text-decoration: none; text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">L’enfermement dans le «&nbsp;regard&nbsp;» du pouvoir</span>
  </h3>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">La LOPPSI 2, tout comme son antécédent états-unien l’<em>USA Patriot Act</em>, opère un renversement de l’ordre juridique. Il s’agit
    d’abord d’appliquer aux populations des procédures qui, autrefois, étaient uniquement utilisées vis-à-vis d’agents d’une puissance ennemie. Il s’agit ensuite d’inscrire ces mesures dans le droit,
    c’est à dire d’obtenir le consentement des populations à l’abandon de leur existence.&nbsp;</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><br>
    <span style="font-family: verdana, geneva; font-size: 10pt;">Dans les deux cas, la construction juridique est semblable. La loi enregistre l’absence de limites à l’exercice du pouvoir exécutif,
    renversant ainsi le rôle traditionnel de celle-ci.&nbsp;</span>
  </p>

    regard comme, par exemple se placer en dehors de l’oeil des caméras. L’enjeu n’est pas d’identifier les criminels ou même les «&nbsp;personnes à risques&nbsp;». Il s’agit de faire accepter par
    les citoyens que le pouvoir a la capacité de les nommer, de disposer de leur existence et qu’ils n’ont aucun recours contre cet état de fait.</span>

      toute «&nbsp;révolution&nbsp;», que celle-ci soit arabe, birmane, ivoirienne, iranienne, libanaise, afghane ou haïtienne, j’ai nommé la «&nbsp;démocratie&nbsp; parlementaire avec
      alternance&nbsp;»&nbsp;: vous savez, bonnet blanc ou blanc bonnet…&nbsp;?</span>

      «&nbsp;Graal&nbsp;», ce fameux&nbsp;<strong>bulletin de vote</strong>, à intervalles irréguliers ou réguliers (les Américains votent tous les six mois, et ce sont les plus dégoûtés de cette
      démocratie des riches&nbsp;: 50 % de votants, seulement, voire parfois moins) afin d’accomplir leur devoir citoyen, l’âme en paix et le ventre creux, debout devant l’usine délocalisée ou face
      aux champs dévastés, quand il n’ont pas été minés après les bombardements du défenseur de tous&nbsp;<strong>les bulletins de vote de l’humanité</strong>, le grand Obama Premier et ses armées de
      l’Otan meurtrier.</span>

      des éditorialistes, journalistes et autres analystes, qui y détectent une première phase de résistance susceptible, s’ils n’y prennent garde, de se métamorphoser en quelque chose de plus actif
      et de plus dangereux pour le système, à l’exemple de ces pays arabes qui ne décolèrent pas, mais pas pour le droit de voter, quant à eux. Non&nbsp;: pour celui de décider et pour celui de
      travailler et de manger.</span></span>

      lobbies</strong>, répond la chercheuse écologiste&nbsp;: « tous les exemples récents, au Québec — dossiers de la construction, nomination des juges, gaz de schiste, amiante ou pétrole à
      Anticosti — témoignent de la puissance des lobbies sur la sphère publique ».</span></span>

      général, ajoute-t-elle en en donnant pour exemple la réduction de l'impôt sur les sociétés, qui coïncide avec&nbsp;<strong>l'augmentation des inégalités financières et sociales</strong>, ainsi
      qu’avec l'augmentation des risques pour la santé publique et l'environnement&nbsp;» (<strong>3</strong>).</span>

      contrôlée</strong>&nbsp;par les faiseurs de «&nbsp;<strong>démocratie</strong>&nbsp;» patentés se désintéressent totalement de ce soi-disant «&nbsp;privilège&nbsp;» ? Comment se fait-il que
      nous soyons si nombreux à répudier ce pseudo- droit magique ?&nbsp;&nbsp;Pourquoi cette désaffection populaire pour un instrument aussi puissant que le&nbsp;<strong>bulletin de
      vote</strong>&nbsp;(à ce point, l’on peut rire…) (<strong>4</strong>) ?</span>

      concernant l’iniquité des charges fiscales imposées à la «&nbsp;classe moyenne&nbsp;» et aux travailleurs !</span>

      nous dit-il,&nbsp;&nbsp;non plus que la structure même du pouvoir pseudo-démocratique érigée par le «&nbsp;<strong>clan des lucides</strong>&nbsp;».</span>

      à Jean-François Lisée, à BHL&nbsp;&nbsp;ou à Alain&nbsp;&nbsp;Finkielkraut&nbsp;? Que nenni&nbsp;: vous vous trompez&nbsp;; le voici dans toute sa démagogie,&nbsp;l’Éric Montpetit, directeur du
      Département des sciences politiques à l'Université de Montréal. Ecoutons-le (ou, plutôt, lisons-le)&nbsp;: «&nbsp;<strong>Les</strong>&nbsp;<strong>choses ne se passent pas si mal</strong>. On
      déléguerait trop aux experts, qui ne sont pas plus neutres que n'importe qui&nbsp;». «&nbsp;La solution&nbsp;», dit-il, «&nbsp;passe par des&nbsp;<strong>débats publics ouverts, lesquels sont

      quelque chose, de vos rugissements lancés au vent glacé de février, car, voyez-vous, ils ne souhaitent pas vous entendre, ceux qui ont forgé ce système

    since the outset of the Wikileaks project. Wikileaks earlier revelations have focussed on US war crimes in Afghanistan (July 2010) as well as issues pertaining to civil liberties and the

    the Wikileaks project.&nbsp;</span>

    <span style="font-family: Verdana; font-size: 10pt;">The leaks are heralded as an immeasurable victory against corporate media censorship.</span>

    There are also reports from published email exchanges (unconfirmed)&nbsp;that Wikileaks had, at&nbsp;the outset of the project in January 2007, contacted and sought the advice of&nbsp;<a style=
    "color: #000080; text-decoration: none; font-style: normal;" href="http://freedomhouse.org/" target="_new"><span style="font-family: Verdana;">Freedom House</span></a>. This
    included&nbsp;<span style="font-family: Verdana;">an invitation to Freedom House (FH) to participate in the Wikileaks&nbsp;advisory board:&nbsp;</span></span>

    the State Department under&nbsp;G. W. Bush&nbsp;and Deputy Secretary of Defense under the Reagan administration.&nbsp;</span></span>

    included Chinese dissidents),&nbsp;not to mention the methodology of "exposing secrets" of foreign governments, were in tune with the practices of US covert operations&nbsp;geared towards

    procedure.&nbsp;&nbsp;&nbsp;&nbsp;</span>

  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">America's corporate media and more specifically The New York Times are an integral part of the economic establishment, with links to Wall
    Street, the Washington think tanks&nbsp;and the Council on Foreign Relations (CFR).</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">Moreover, the US corporate media has developed a longstanding relationship to the US intelligence apparatus, going back to "Operation Mocking
    Bird", an initiative of the CIA's Office of Special Projects (OSP), established in the early 1950s.</span>

    <span style="font-family: Verdana; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">Even before the Wikileaks project got off the ground, the mainstream media was implicated. A role was defined and agreed upon for the
    corporate media not only in the release, but also in the selection and editing of the leaks. In a bitter irony, the "professional media", to use Julian Assange's words in an interview with The
    Economist, have been partners in the Wikileaks project from the outset.</span>

  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">Moreover, key journalists&nbsp;with links to the US foreign policy-national security intelligence establishment have worked closely with
    Wikileaks, in the distribution and dissemination of the leaked documents.</span>

    <span style="font-family: Verdana; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">In a bitter irony, Wikileaks partner The New York Times, which has consistently promoted media disinformation is now being accused of
    conspiracy. For what? For revealing the truth? Or for manipulating the truth? In the words of Senator Joseph L. Lieberman:</span>

    support of Al Qaeda, China's relations with North Korea, etc. These releases were then used as source material in NYT articles and commentary.&nbsp;</em></span>

  <p style="text-align: justify;">
    <span style="font-size: 10pt;"><em style="font-style: normal;"><span style="font-family: Verdana;">The Embassy and State Department cables released by Wikileaks were redacted and filtered. They
    were used for propaganda purposes. They do not constitute a complete and continuous set of memoranda.</span></em></span>

    <span style="font-family: Verdana; font-size: 10pt;">From a selected list of cables, the leaks are being used to justify a foreign policy agenda. A case in point is Iran's alleged nuclear weapons
    program, which is the object of numerous State Department memos, as well as Saudi Arabia's support of Islamic terrorism.&nbsp;</span>

    <span style="font-family: Verdana; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;"><strong>Iran's Nuclear Program</strong></span>

    <span style="font-family: Verdana; font-size: 10pt;">The leaked cables are used to feed the disinformation campaign concerning Iran's Weapons of Mass Destruction. While the leaked cables are
    heralded as "evidence" that Iran constitutes a threat, the lies and fabrications of the corporate media concerning Iran's alleged nuclear weapons program are not mentioned, nor is there any
    mention of them in the leaked cables.&nbsp;</span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">The leaks, once they are funnelled into the corporate news chain, edited and redacted by the New York Times, indelibly serve the broader
    interests of US foreign policy, including US-NATO-Israel war preparations directed against Iran.</span>

      series of technical drawings or "schematics" showing 18 different ways of fitting an unidentified payload into the re-entry vehicle or "warhead" of Iran's medium-range ballistic missile, the
      Shahab-3. When IAEA analysts were allowed to study the documents, however, they discovered that those schematics were based on a re-entry vehicle that the analysts knew had already been

    <span style="font-family: Verdana; font-size: 10pt;">While this issue of fake intelligence received virtually no media coverage, it invalidates outright Washington's assertions regarding Iran's
    alleged nuclear weapons. It also questions the legitimacy of the UN Security Council Sancions regime directed against Iran.</span>

    <span style="font-family: Verdana; font-size: 10pt;">Moreover, in a bitter irony, the selective redacting of the Wikileaks embassy cables by the NYT has usefully served not only to dismiss the
    central issue of fake intelligence but also to reinforce, through media disinformation, Washington's claim that Iran is developing nuclear weapons. A case in point is a November 2010 article
    co-authored by David E. Sanger, which quotes the Wikileaks cables as a source:</span>

    <span style="font-family: Verdana; font-size: 10pt;">The leaks quoted by the Western media reveal the support of the Gulf States and Saudi Arabia to several Islamic terrorist organizations, a
    fact which is known and amply documented.</span>

    <span style="font-family: Verdana; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">What the reports fail to mention, however, which is crucial in an understanding of the "Global War on Terrorism", is that US intelligence
    historically has channelled its support to terrorist organizations via Pakistan and Saudi Arabia. (See Michel Chossudovsky, America's "War on Terrorism", Global Research, Montreal,
    2005).&nbsp;These are US sponsored covert intelligence operations using Saudi and Pakistani intelligence as intermediaries.</span>

    network and that Saudi Arabia and the Gulf states are "providing the lion's share of funding" to Al Qaeda, the Taliban, Lashkar-e-Taiba, among others, when in fact this financing is undertaken in

    the 1970s. The US media has become the mouthpiece of US foreign policy. Disinformation is routinely "planted" by CIA operatives in the newsroom of major dailies, magazines and TV

    created the Office of Strategic Influence (OSI), or "Office of Disinformation" as it was labeled by its critics: "The Department of Defense said they needed to do this, and they were going to

    <span style="font-family: Verdana; font-size: 10pt;">On the surface, nothing proves that Wikileaks is a CIA covert operation. However, given the corporate media's cohesive and structured
    relationship to US intelligence, not to mention the links of individual journalists to the military-national security establishment, the issue of a CIA sponsored PsyOp must necessarily be
    addressed.</span>

    editor Julian Assange was granted in 2008 The Economist's New Media Award.</span>

  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">The Economist has a close relationship to Britain's financial elites. It is an establishment news outlet, which has, on
    balance,&nbsp;supported Britain's involvement in the Iraq war. It bears the stamp of the Rothschild family. Sir Evelyn Robert Adrian de Rothschild was chairman of The Economist from 1972 to 1989.
    His wife Lynn Forester de Rothschild currently sits on The Economist's board. The Rothschild family also has a sizeable shareholder interest in The Economist.&nbsp;</span>

    <span style="font-family: Verdana; font-size: 10pt;"><br></span>
  </p>
  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">The broader question is why would Julian Assange receive the support from Britain's foremost establishment news outfit which has consistently
    been involved in media disinformation?</span>

  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">Are we not dealing with a case of "manufactured dissent", whereby the process of supporting and rewarding Wikileaks for its endeavors, becomes
    a means of controlling and manipulating the Wikileaks project, while at the same time embedding it into the mainstream media.</span>

  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">It is also worth mentioning another important link. Julian Assange's lawyer Mark Stephens of Finers Stephens Innocent (FSI), a major London
    elite law firm, happens to be the legal adviser to the Rothschild Waddesdon Trust. While this in itself does prove anything, it should nonetheless be examined in the broader context of Wikileaks'
    social and corporate entourage: the NYT, the CFR, The Economist, Time Magazine, Forbes, Finers Stephens Innocent (FSI), etc.&nbsp;</span>

    information on US war crimes. But once the project becomes embedded in the mould of mainstream journalism, it is used as an instrument of media disinformation:&nbsp;</span>

    government officials at the highest levels, including the Secretary of State, be protected. New World Order politicians are in a sense "disposable". They can be replaced. What must be protected
    and sustained are the interests of the economic elites, which control the political apparatus from behind the scenes.&nbsp;</span>

    <span style="font-size: 10pt;"><span style="font-family: Verdana;">In the case of Wikileaks, the facts are contained in a data bank; many of those facts, particularly those pertaining to foreign
    governments serve US foreign policy interests. Other facts tend, on the other hand to discredit the US administration. With regard to financial information,&nbsp;the release of data pertaining to
    a particular bank&nbsp;instigated via Wikileaks by a rival financial institution, could potentially be used to trigger the collapse or bankrutpcy of the targeted financial institution.
    &nbsp;&nbsp;&nbsp;&nbsp;<br>
    <br></span> <span style="font-family: Verdana;">All the Wiki-facts are selectively redacted, they are then "analyzed" and interpreted by a media which serves the economic
    elites.&nbsp;</span></span>

  <p style="text-align: justify;">
    <span style="font-family: Verdana; font-size: 10pt;">While the numerous pieces of information contained in the Wikileaks data bank are accessible, the broader public will not normally take the
    trouble to consult and scan through the Wikileaks data bank. The public will read the redacted selections and interpretations presented in major news outlets.</span>

    <span style="font-family: Verdana; font-size: 10pt;">A partial and biased picture is presented. The redacted version is accepted by public opinion because it is based on what is heralded as a
    "reliable source", when in fact what is presented in the pages of major newspapers and on network TV is a carefully crafted and convoluted distortion of the truth.</span>

    <span style="font-family: Verdana; font-size: 10pt;">Limited forms of critical debate and "transparency" are tolerated while also enforcing broad public acceptance of the basic premises of US
    foreign policy, including its "Global War on Terrorism". With regard to a large segment of the US antiwar movement, this strategy seems to have succeeded: "We are against war but we support the
    'war on terrorism'".</span>

    <span style="font-family: Verdana; font-size: 10pt;">What this means is that truth in media can only be reached by dismantling the propaganda apparatus, --i.e. breaking the legitimacy of the
    corporate media which sustains the broad interests of the economic elites as well America's global military design.</span>

    a campaign to control the internet.&nbsp;In this regard, we should also stand firm in preventing the prosecution of Julian Assange in the US.&nbsp;<br>

    sévères remettant en cause la liberté d’expression. La semaine dernière, le Secrétaire d’Etat à l’Economie Numérique Eric Besson à appeler à interdire Wikileaks des serveurs français, et ce sans
    tenir compte de la procédure légale prévue pour ce genre de décision.&nbsp;</span><br>

    <span style="font-family: verdana, geneva; font-size: 10pt;">Et de nouvelles mesures ciblées ont été réintroduites dans les dernières jours du débat sur la &nbsp;Loi d'Orientation et de
    Programmation Pour la Sécurité Intérieure (LOPPSI). Ces mesures prévoient donc le filtrage et le blocage administratifs de sites internets offrant des contenus pédopornographique -- mesures
    prises sans contrôle judiciaire. Et elles ne prévoient aucune période d’expérimentation permettant de voir si le dispositif fonctionne. Pourtant un dispositif similaire a été récemment abandonné
    en Allemagne suite au filtrage abusif de nombreux sites en règle et les autorités ayant constaté que ces mesures fragilisaient le combat crucial contre le trafic sexuel des
    enfants.&nbsp;</span><br>
    <br>
    <span style="font-family: verdana, geneva; font-size: 10pt;">Les experts spécialisés dans la protection des enfants indiquent en effet que l’approche visant à censurer le web ne fait que
    renforcer le pouvoir des réseaux criminels du trafic sexuel, car ces réseaux savent très bien comment contourner les blocages et les filtres, alors que l’accent devrait plutôt être mis sur la
    prévention. Ces préoccupations ont conduit des Parlementaires européens à s’opposer à des méthodes de filtrage du net similaires -- mais en France le gouvernement et le parti majoritaire ont
    refusé de considérer quelque amendement que ce soit à l’article concernant le filtrage du net. &nbsp;&nbsp;</span><br>

    <span style="font-family: verdana, geneva; font-size: 10pt;"><strong>Au final, cette proposition ne vise pas la protection des enfants -- elle vise à instaurer un contrôle de l’expression sur
    internet. Nous avons 24 heures</strong>&nbsp;pour empêcher le Parlement de mettre à mal cette liberté fondamentale et de saper les efforts réels de lutte contre le trafic des
    enfants.&nbsp;</span></span></strong>

      anti-contrefaçon ACTA constitue <em>"un pas dans la bonne direction"</em>. Le texte, déposé par le Parti populaire européen et par les conservateurs et réformistes européens (ECR), explique que
      <em>"le texte négocié reflète les principales inquiétudes exprimées par le Parlement ces derniers mois"</em>.</span></strong>

              Opt-Out Day</a>, a protest to refuse the body scan and opt for a pat down, which takes more time and will cause delays.

              boy</a> being patted down by a TSA agent. The boy was shy and uncomfortable during the search and resisting the agents. His father had to hold his arms up to allow the TSA agent to
              finish the search. Word is that the the father had the boy remove his shirt.

              TSA pat down in the Detroit International Airport. Sawyer uses a urostomy bag which collects his urine in a bag from an opening in his stomach. TSA agents had no interest in Sawyer's
              medical condition, and even when he told them they would easily break his bag, the agent went ahead with the search, leaving Sawyer covered in his own urine.

              breast during a TSA pat down. The TSA agent put her whole hand on Bossi's breast asking what she felt and then asked to see it. Bossi said the experience was horrific.

      <strong><span style="font-size: 10pt;">WASHINGTON — Une hôtesse de l’air ayant survécu à un cancer du sein s’est vu demander lors d’un contrôle de sécurité dans un aéroport américain de montrer
      sa prothèse mammaire, a rapporté vendredi une chaîne de télévision locale.</span></strong>

      <span style="font-size: 10pt;">Cathy Bossy, personnel navigant depuis plus de trente ans, a raconté à la chaîne WBTV de Charlotte (Caroline du Nord, sud-est) qu’un agent de l’administration de
      la sécurité des transports (TSA) lui avait demandé de se soumettre à un scanner corporel, avant de lui indiquer qu’elle allait devoir subir aussi une fouille au corps.</span>

      <span style="font-size: 10pt;">Passagers et membres d’équipages sont sélectionnés au hasard pour passer à travers ces installations. <strong>S’ils refusent ou si quelque chose de suspicieux est
      détecté, ils sont alors sujets à une palpation "renforcée", y compris de leurs parties intimes.</strong></span>

      <span style="font-size: 10pt;"><strong>Un agent "a mis sa main sur mon sein et demandé +qu’est-ce que c’est ça&nbsp;?",</strong> a raconté l’hôtesse de l’air. "J’ai répondu&nbsp;: c’est une
      prothèse parce que j’ai eu un cancer du sein, et elle m’a dit, +et bien vous allez devoir me montrer ça+’", a poursuivi Cathy Bossy.</span>

      <span style="font-size: 10pt;">"Je ne pouvais pas croire que quelqu’un pouvait être en train de me demander ça&nbsp;!" a ajouté M<sup class="typo_exposants">me</sup>&nbsp;Bossy, qui a pris un
      avocat après l’incident. La TSA a indiqué à WBTV dans un courriel que ses agents étaient "autorisés à demander à voir et à toucher les prothèses". L’administration américaine a indiqué qu’elle
      allait étudier le cas de M<sup class="typo_exposants">me</sup>&nbsp;Bossy.</span>

      <span style="font-size: 10pt;">Deux élus républicains ont protesté vendredi contre les scanners corporels et les fouilles corporelles dans les aéroports, dans un courrier adressé à
      l’administrateur de la TSA John Pistole.</span>

      <span style="font-size: 10pt;">"Considérer chaque passager comme un suspect ou un criminel" est inefficace, écrivent les représentants John Mica et Thomas Petri.</span>

      <span style="font-size: 10pt;">"Les efforts de la TSA pour améliorer la sécurité dans les transports aériens doivent être revus", ajoutent-ils, estimant que les agents devraient mieux observer
      les passagers afin de déterminer ceux qui doivent être soumis à des contrôles et ne pas s’en remettre au hasard.</span>
