      <span style="text-decoration: underline;">the German branch plants of US corporations such as Ford and GM, which had produced all sorts of weapons for the Nazis during the war (and made a lot
      of money in the process</span><span style="font-size: 12pt;" lang="EN-US">[3]</span>) would have to produce for the benefit of the Soviets instead of continuing to enrich US owners and
      shareholders.&nbsp;&nbsp;</span></strong>

      dispose of a powerful new weapon, the atom bomb. Possession of this weapon opened up all sorts of previously unthinkable but extremely favorable perspectives, and it is hardly surprising that
      the new president and his advisors fell under the spell of what the renowned American historian William Appleman Williams has called a “vision of omnipotence.”<span style="font-size: 12pt;"

      possible to force Stalin, in spite of earlier agreements, to withdraw the Red Army from Germany and to deny him a say in the postwar affairs of that country, to install “pro-western” and even
      anti-Soviet regimes in Poland and elsewhere in Eastern Europe, and perhaps even to open up the Soviet Union itself to American investment capital as well as American political and economic
      influence, thus returning this communist heretic to the bosom of the universal capitalist church.</span>

      before finally agreeing to attend a conference of the Big Three in</span>&nbsp;<span lang="EN-US"><span style="font-family: verdana, geneva;">Potsdam</span></span>&nbsp;<span style=
      "font-family: verdana, geneva;" lang="EN-US">in the summer of 1945, where the fate of postwar</span><span lang="EN-US"><span style=

      "EN-US">had acquired an incredible new weapon. The Soviet sphinx, who had certainly already been informed about the American atom bomb, listened in stony silence.</span>

      "font-family: verdana, geneva;" lang="EN-US">. In fact, little or nothing of substance was decided there. <em>“The main result of the conference,” writes historian Gar Alperovitz, “was a series

      eastern front in order to surrender to the Americans or the British; many of these units would actually be kept ready - in uniform, armed, and under the command of their own officers – for
      possible use against the Red Army, as Churchill was to admit after the war.)<span style="font-size: 12pt;" lang="EN-US">[7]</span>&nbsp;In any event,</span>&nbsp;<span lang="EN-US"><span style=
      "font-family: verdana, geneva;">Tokyo</span></span><span style="font-family: verdana, geneva;" lang="EN-US">’s sole condition was far from essential. Indeed, later - after an unconditional
      surrender had been wrested from the Japanese - the Americans would never bother Hirohito, and it was thanks to</span>&nbsp;<span lang="EN-US"><span style=
      "font-family: verdana, geneva;">Washington</span></span>&nbsp;<span style="font-family: verdana, geneva;" lang="EN-US">that he was to be able to remain emperor for many more

      "EN-US">, where it had spent most of the war. Tokyo thought that it could use this army to defend Japan itself and thus make the Americans pay a high price for their admittedly inevitable final
      victory, but this scheme would only work if the Soviet Union stayed out of the war in the Far East; a Soviet entry into the war, on the other hand, would inevitably pin down the Japanese forces
      on the Chinese mainland. Soviet neutrality, in other words, permitted</span>&nbsp;<span lang="EN-US"><span style="font-family: verdana, geneva;">Tokyo</span></span><span style=
      "font-family: verdana, geneva;" lang="EN-US">a small measure of hope; not hope for a victory, of course, but hope for American acceptance of their condition concerning the emperor. To a certain
      extent the war with</span>&nbsp;<span lang="EN-US"><span style="font-family: verdana, geneva;">Japan</span></span>&nbsp;<span style="font-family: verdana, geneva;" lang="EN-US">dragged on,
      then, because the</span>&nbsp;<span lang="EN-US"><span style="font-family: verdana, geneva;">Soviet Union</span></span>&nbsp;<span style="font-family: verdana, geneva;" lang="EN-US">was not yet
      involved in it.</span>

      three months after the German capitulation in</span>&nbsp;<span lang="EN-US"><span style="font-family: verdana, geneva;">Berlin</span></span>&nbsp;<span style="font-family: verdana, geneva;"
      lang="EN-US">- the Soviets declared war on</span>&nbsp;<span lang="EN-US"><span style="font-family: verdana, geneva;">Japan</span></span><span style="font-family: verdana, geneva;" lang=
      "EN-US">. The next day, on August 9, the Red Army attacked the Japanese troops stationed in northern</span>&nbsp;<span lang="EN-US"><span style=

      finally came, Truman and his advisors were far from ecstatic about the fact that Stalin had kept his word.</span>

      an unknown number of inmates of a camp for allied POWs, whose presence had been reported to the air command, to no avail.)<span style="font-size: 12pt;" lang="EN-US">[12]</span>&nbsp;It took
      another five days, that is, until August 14, before the Japanese could bring themselves to capitulate. In the meantime the Red Army was able to make considerable progress, to the great chagrin
      of Truman and his advisors.</span>

      "font-family: verdana, geneva;" lang="EN-US">. Already on</span>&nbsp;<span lang="EN-US"><span style="font-family: verdana, geneva;">August 15, 1945</span></span><span style=
      "font-family: verdana, geneva;" lang="EN-US">,</span><span lang="EN-US"><span style="font-family: verdana, geneva;">Washington</span></span><span style="font-family: verdana, geneva;" lang=
      "EN-US">rejected Stalin’s request for a Soviet occupation zone in the defeated land of the rising sun. And when on September 2, 1945, General MacArthur officially accepted the Japanese
      surrender on the American battleship Missouri in the Bay of Tokyo, representatives of the Soviet Union - and of other allies in the Far East, such as Great Britain, France, Australia, and the
      Netherlands - were allowed to be present only as insignificant extras, as spectators. Unlike</span>&nbsp;<span lang="EN-US"><span style=
      "font-family: verdana, geneva;">Germany</span></span><span style="font-family: verdana, geneva;" lang="EN-US">,</span>&nbsp;<span lang="EN-US"><span style=
      "font-family: verdana, geneva;">Japan</span></span>&nbsp;<span style="font-family: verdana, geneva;" lang="EN-US">was not carved up into occupation zones.</span>&nbsp;<span lang=
      "EN-US"><span style="font-family: verdana, geneva;">America</span></span><span style="font-family: verdana, geneva;" lang="EN-US">’s defeated rival was to be occupied by the Americans only, and
      as American “viceroy” in</span>&nbsp;<span lang="EN-US"><span style="font-family: verdana, geneva;">Tokyo</span></span><span style="font-family: verdana, geneva;" lang="EN-US">, General
      MacArthur would ensure that, regardless of contributions made to the common victory, no other power had a say in the affairs of postwar</span>&nbsp;<span lang="EN-US"><span style=

      "font-family: verdana, geneva;" lang="EN-US">and throughout the “Western” world. That myth, which, incidentally, also serves to justify potential future nuclear strikes on targets such

      voie de «l’indépendance nationale», refusant la domination des Etats-Unis et de l’Union soviétique à l’ONU, et il travailla à libérer la France de la tutelle américaine.</strong></span>

      central européen à la botte des Etats-Unis, mais une «Europe des nations». Aussi rechercha-t-il la réconciliation avec l’Allemagne, qui fut scellée par la création de l’«Office franco-allemand
      pour la jeunesse», de nombreuses réunions et le Traité de l’Elysée du 22 janvier 1963. Pour lui, les pays situés derrière le rideau de fer, – RDA, Pologne, Tchécoslovaquie, Hongrie, Roumanie et
      Bulgarie – faisaient également partie de cette Europe des nations, si bien qu’il s’opposait à l’idéologie de la guerre froide, de part et d’autre du rideau de fer.</span>

      France, après l’expiration du Traité de l’OTAN, exigeait la subordination à son commandement de toutes les installations militaires étran gères en France. Après une visite en Union soviétique
      et parce que les partenaires de l’OTAN n’avaient pas réagi à ses de mandes, il retira, le 1er juillet 1966, les officiers français des états-majors intégrés. Le quartier général et le
      commandement politique de l’OTAN furent transférés de Paris en Belgique.</span>

      février 1965 qu’elle échangerait contre de l’or ses réserves de devises en dollars dans le cadre du système de Bretton Woods. Jusqu’à l’été 1966, la France augmenta à 86% la part en or de ses
      réserves. D’autre pays l’imitèrent.</span>

      nombreux pays qui craignent qu’en cas de faillite des Etats-Unis, leur argent gagné péniblement, qui est encore stocké sous forme d’or aux Etats-Unis, ne puisse disparaître d’un coup.</span>

      d’esprit des citoyens des Etats européens d’aujourd’hui et à leur désir d’autodétermination, mais qui rendrait impossible la mainmise des Américains sur l’Europe.</span>

    a joué, avec Cyrène, un rôle majeur dans le mouvement de retour à l'Antiquité et dans l'élaboration de l'esthétique néoclassique.</span>

    <span style="font-size: 8pt;">Le port phénicien de Lpgy, fondé au début du I<sup>er</sup>&nbsp;millénaire av.&nbsp;J.-C., a d'abord été habité par les Garamantes. La ville, qui faisait partie du
    domaine de Carthage, passa sous le contrôle éphémère de Masinissa, roi de Numidie. Les Romains, qui y avaient installé une garnison au cours de la guerre contre Jugurtha, l'incorporèrent en 46
    av.&nbsp;J.-C. dans la province romaine d'Afrique, en lui conférant en même temps une certaine forme d'autonomie.</span>

  <p style="padding-top: 4px; padding-right: 0px; padding-bottom: 4px; padding-left: 0px; text-align: justify; margin: 0px;">
    <span style="font-size: 8pt;">Bien que Leptis Magna (latinisation du nom phénicien de la ville) eût été comparable aux autres places commerciales phéniciennes du rivage des Syrtes, comme
    Sabratha, elle connut un développement remarquable après l'accession au trône impérial de Septime Sévère, en 193 apr.&nbsp;J.-C. Grâce à lui, la nouvelle Leptis devint l'une des plus belles
    villes du monde romain, et elle demeure aujourd'hui l'un des meilleurs exemples de planification urbaine sévérienne.</span>

    <span style="font-size: 8pt;">Leptis fut ensuite soumise aux mêmes vicissitudes que les cités côtières d'Afrique. Pillée à partir du IV<sup>e</sup>&nbsp;siècle et reconquise par les Byzantins,
    qui la transformèrent en une forteresse, elle succomba définitivement à la seconde vague des invasions arabes, celle des Hilaliens, au XI<sup>e</sup>&nbsp;siècle. Ensevelie sous les sables, la
    ville n'a été que partiellement dégagée, secteur par secteur, au cours d'une longue exploration archéologique.</span>

    <span style="font-size: 8pt;">Construite durant les règnes d'Auguste et de Tibère, Leptis fut entièrement remodelée selon un projet très ambitieux sous les empereurs sévériens, et présente tous
    les principaux monuments de cette époque. Le forum, la basilique et l'arc de triomphe sévérien sont parmi les exemples majeurs du nouvel art romain, profondément influencé par les traditions
    africaine et orientale.</span>

    <span style="font-size: 8pt;">Les sculptures, celles de la basilique sévérienne, demeurées&nbsp;<em style="font-style: italic; font-weight: 400;">in situ</em>, et celles de l'arc sévérien, au
    musée de Tripoli, innovent par la définition linéaire de leurs formes, la sécheresse de leurs contours, le découpage anguleux de leurs volumes&nbsp;: toute une esthétique conçue en fonction du
    soleil éblouissant de l'Afrique.</span>

    <span style="font-size: 8pt;">L'ancien port, avec son bassin artificiel de près de 102&nbsp;000&nbsp;m<sup>2</sup>, existe encore avec ses quais, ses môles, ses fortifications, ses entrepôts et
    ses temples. Creusé sous Néron, et réorganisé sous Septime Sévère, c'est l'un des chefs-d'œuvre de la technologie romaine, avec sa digue et son canal destinés à réguler le cours de l'ouadi Lebda,
    le périlleux torrent qui se déverse à l'ouest dans la Méditerranée. Le marché, élément essentiel de la vie quotidienne d'un grand centre de commerce, avec son arc votif, ses portiques et ses
    boutiques, est en grande partie conservé&nbsp;; l'édifice, qui remonte à la période augustéenne, a été transformé et embelli sous Septime Sévère.</span>

      contraire. Peu de pays offrent autant de tranquillité à leurs visiteurs étrangers. Encore méconnue, sauf des archéologues et de quelques passionnés de vieilles pierres, la Libye reste victime
      d'une mauvaise image due aux foucades, depuis trente-huit ans, de son dirigeant, le colonel Kadhafi.</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">C'est pourtant l'une des plus belles destinations du bassin méditerranéen. Une terre vierge, surtout, où tout est à découvrir, au
      sens propre du terme. <strong>La Libye, c'est&nbsp;<em>"le paradis de tout archéologue"</em>,</strong> comme le résume Jean-Marie Blas de Roblès, membre de la mission archéologique française
      dirigée par le professeur André Laronde.</span>

    <p>
      <span style="font-family: verdana, geneva; font-size: 10pt;"><strong>Quelque 70 % du passé de la Libye (carthaginoise, grecque, romaine, puis byzantine et enfin arabe) seraient encore enfouis
      sous le sable</strong>. Subratha et Leptis Magna, deux des sites antiques les mieux conservés de Libye, sont facilement accessibles par la route à partir de Tripoli, la capitale.</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">Situé en bord de mer, <strong>Subratha</strong>, comptoir carthaginois fondé au V<sup style=
      "line-height: 0; position: relative; top: 0.5ex;">e</sup>&nbsp;siècle avant J.-C., passé ensuite aux mains des Romains, est aujourd'hui inscrit au Patrimoine mondial de l'Unesco. Servie par son
      port naturel, cette cité a longtemps tiré sa richesse de son commerce avec Rome : ivoire, plumes d'autruche et bêtes sauvages (importées d'Afrique noire) pour les jeux du cirque.</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">Tombée en désuétude à partir du IV<sup style="line-height: 0; position: relative; top: 0.5ex;">e</sup>&nbsp;siècle, notamment en
      raison de l'un des nombreux tremblements de terre qui l'ont ébranlée tout au long de son histoire, Subratha ne sortira de l'oubli que dans les années 1930. Des archéologues italiens l'extirpent
      du sable, qui l'avait ensevelie au fil des ans et procèdent à sa réhabilitation.</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">Son théâtre romain - avec un mur de scène à trois étages - mérite à lui seul la visite. Il a été construit sous le règne de Septime
      Sévère (190 après J.-C.) et est considéré comme l'un des plus beaux et les plus grands d'Afrique. Il jouxte deux mausolées puniques, des temples, des statues de toute beauté (Aphrodite,
      Hercule, Zeus, Cupidon, Orphée...), des bustes et un magnifique petit musée.</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">Après avoir parcouru le site dans un silence absolu, seulement troublé par le bruit des vagues, le visiteur repart ébloui par tant
      de merveilles : la couleur rose et ocre des pierres, les mosaïques sur le sol comme autant de tapis en plein air, la mer si proche et si bleue...</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">Subratha a une grande rivale : <strong>Leptis Magna</strong>. Beaucoup affirment que, si l'on doit ne visiter qu'un site
      archéologique en Libye, il faut retenir celui-là ! Située à 120 kilomètres à l'est de Tripoli (en direction de Syrte et de la Cyrénaïque), Leptis Magna, elle aussi inscrite au Patrimoine
      mondial de l'humanité, est en effet inoubliable. Aucune autre cité romaine n'a conservé de tels vestiges.</span>

      conquise ensuite par les Carthaginois puis, après la chute de Carthage (146 avant J.-C.), par les Romains, Leptis Magna va connaître un âge d'or quand Septime Sévère, qui y est né, devient
      empereur de Rome. Le nouveau César favorise à outrance sa ville natale, y effectue de somptueux travaux, la recouvre de marbre importé de Grèce et d'Egypte, et en fait l'un des plus beaux
      joyaux de l'empire.</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">Tombée aux mains des Vandales au Ve siècle, abîmée elle aussi par plusieurs séismes, la "seconde Rome" finit par connaître le même
      sort que Subratha et par se laisser couler dans les sables du désert. Partiellement pillée par les Européens au XVI<sup style=
      "line-height: 0; position: relative; top: 0.5ex;">e</sup>&nbsp;siècle - les châteaux de Versailles et des Windsor abritent, paraît-il, nombre de ses marbres -, Leptis Magna refait surface au
      début du XX<sup style="line-height: 0; position: relative; top: 0.5ex;">e</sup>&nbsp;siècle, là encore, grâce à des archéologues italiens.</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">Pour avoir une petite idée de ce qu'a été Leptis Magna, il faut déambuler dans la cité, emprunter ses rues, traverser ses
      carrefours, longer des murs de 2 à 3 mètres de haut, ou fouler la Voie à colonnes de marbre, couchées sur le sol comme des géants foudroyés par le tremblement de terre de 365 après J.-C.</span>

      <span style="font-family: verdana, geneva; font-size: 10pt;">Il faut voir le Forum, orné de plus d'une soixantaine de têtes de méduse (destinées à éloigner la malchance et les mauvais esprits),
      l'arc de Septime Sévère, les thermes d'Hadrien, l'amphithéâtre, l'hippodrome, le port... En toile de fond, encore et toujours, la mer, et les statues de Bacchus et Hercule, les deux divinités
      de la cité.</span>

      "font-family: verdana, geneva; font-size: 10pt;">Découverte en 1974, cette villa romaine, la plus belle de Libye, a été miraculeusement sauvée par le sable qui l'a
      recouverte.</span><span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><span style="font-family: verdana, geneva; font-size: 10pt;">La demeure, qui appartenait sans doute à
      un riche propriétaire terrien, permet d'avoir un aperçu de la vie d'un notable romain au II<sup style="line-height: 0; position: relative; top: 0.5ex;">e</sup>&nbsp;siècle après
      J.-C.</span><span style="font-family: verdana, geneva; font-size: 10pt;">&nbsp;</span><span style="font-family: verdana, geneva; font-size: 13px;">Avec ses chambres d'enfants décorées de
      guirlandes de fleurs et de canards, ses thermes privés, son petit temple de prière et ses mosaïques, la villa Silin est un trésor à ne pas manquer.</span>
